View the top 10 CD accounts that we're tracking

The top-10 list is built daily by checking the publicly available interest rates of accounts. A bank can have one entry on the list, so if a bank has multiple accounts with top-10 interest rates, only the bank's account with the highest rate will be stored in this list.
